Publish Dr. MAS project website with GitHub Pages

What does this PR do?

Publishes the Dr. MAS project page at https://langfengq.github.io/DrMAS/ from master. The site currently returns 404 because the website source has not been deployed.

Specific Changes

• Merge the project page in website/ and the README project link.
• Add .github/workflows/pages.yml to install locked npm dependencies, build website/, and deploy website/dist/ with GitHub Pages Actions.
• Trigger deployments on website/workflow changes to master or manually; keep generated files out of source control.

Test

• npm ci and npm run build passed locally on Node.js 24.
• All local src/href references in the generated HTML resolve to files.
• Confirmed Pages Source is GitHub Actions and the committed workflow matches the validated configuration.

Additional Info.

• Training and inference: unaffected.
• No existing website PR was open.
