Update mmdbverify from v1.0.0 to v1.1.0 and register it as a Go tool in go.mod/go.sum. The MMDB verification workflow now uses go tool, so daily gomod Dependabot updates cover this build dependency too. Fix the stale maxminddb installation hint to reference the maintained CI requirements file.
Validation: go mod tidy, go mod verify, go tool mmdbverify -h, go test ./..., actionlint and diff checks pass. Dependency CI additionally checks the tool; the post-merge full four-product build verifies both MMDB outputs with the upgraded checker.
