This commit upgrades our GitHub workflows and actions to use Ubuntu26 explicitly. Prior to this commit, we were using `ubuntu-latest` which GitHub resolves to Ubuntu24. In October 2026, GitHub will change that label to point to Ubuntu26 instead. Therefore, this commit upgrades us _now_, so that we can discover if anything will break in the move to 2026.
