refactor: migrate fully to Effect (remove axios, valibot)

• Convert all errors to Data.TaggedError
• Replace DockerRegistryService class with exported RegistryService tag + makeRegistryServiceLayer
• Rewrite DockerTarPusher class as Effect functions (pushToRegistry, makeDockerTarPusherLayer)
• Replace valibot schemas with effect/Schema
• Remove axios and valibot dependencies in favor of @effect/platform HttpClient and effect/Schema
• Rename Layer type to ImageLayer to avoid Effect naming collision
• Update tests to use Effect.runPromise + Effect.provide
