Charts could keep their desktop canvas width after the page narrowed, pushing the plot and tooltip off the phone screen. The shared chart container now sizes from the available layout width, and tooltips stay within its bounds with wrapping for long content. Pillar chart cards use explicit single-column tracks on narrow screens, with headings that wrap and icons that keep their size.
Validation: TypeScript and all six existing market chart/section tests passed. Browser checks confirmed no page overflow at 320px and 390px, matching canvas/container widths after resizing from desktop, and a fully visible tooltip at phone width. The change uses the shared chart component used by the pillar, market, and developer pages.
