In New Order form:
• Discount percent is specified in percent
In Order Item:
• VAT and Discount are specified as monetary values

The logic is technically valid but inconsistent from a UX perspective.
Expected improvement
In Order Item, allow the discount to be entered:
• either as an amount
• or as a percentage.
