Scope

This integrates the preserved Lorentz candidate onto post-PR #13 main without rewriting the original a701e782ab9d009f6f325f3db9676257fd3adf95 ref. The four ASTRA-overlap files were resolved semantically, both developments remain visible, and MANIFEST.sha256 was regenerated from the combined tree.

Mathematical content

  • Adds bounded claim BSC-EM-12 for the declared scalar Lorentz auxiliary state with fixed positive storage coefficients.
  • Derives the exact storage identity Wdot = E V - gamma V^2/a and the coupled Maxwell/material energy balance under the explicit background-storage and polarization-current split.
  • Retains the complete signed coefficient-modulation pump
    q_pump = bdot P^2/(2a) - adot(V^2+bP^2)/(2a^2).
  • Keeps outward flux, inward port power, free-current work, damping, and pump exchange separately typed.
  • Adds BSC-FIX-13 / F13-LORENTZ-AUXILIARY-PASSIVITY: denominator-cleared sparse-polynomial checks over Q and four exact rational ledgers covering dissipative, lossless, bdot-only, and adot-only cases.
  • Uses a checker independent of the generator, canonical JSON, deterministic byte regeneration, bound-artifact hashes, overwrite refusal, namespace checks, and fail-closed negative tests.

Evidence boundary

This is an independent reconstruction and remains NOT_REPLAYED. It is not a source-paper replay, continuous Maxwell PDE execution, physical material calibration, general dispersive-passivity theorem, device-efficiency result, magnetic-switching or memory-performance claim, empirical validation, novelty claim, priority claim, mechanical replay, or kernel proof.

The ASTRA source-admission crosswalk remains intact. F13 satisfies the already-sequenced electromagnetic executable milestone; it does not absorb or pre-allocate the later Keller candidate.

Verification actually run

  • F13 checker: PASS, 4 exact ledgers
  • F8, F10, F11, and F12 checkers: PASS
  • complete unit discovery: 236 tests run; 235 passed and 1 skipped because Windows symlink privilege was unavailable
  • normal checkout, linked worktree, and fresh git archive inventory: PASS, identical 114-file inventory at the exact head commit
  • MANIFEST.sha256: PASS, 114 files; deterministic regeneration retained SHA-256 12591ad8f1c82769d1251aad3f0d8551488af1d3c3cc25902fd4aa70ebc01759
  • Markdown math: PASS
  • git diff --check: PASS
  • exact 19-path allowlist: PASS
  • private-path and secret-pattern scan: PASS
  • local PDF rebuild: not run; latexmk and pdflatex were unavailable

External-state boundary

No paper, PDF, ROADMAP, workflow, release specification, citation metadata, release, tag, DOI, Zenodo record, ruleset, repository setting, novelty claim, or priority claim is changed. This PR is intentionally draft and must not be merged by automation.
