Summary

This post-v1.4.0 change adds an independently reconstructed electrostatic critical-point transfer application. It is not a replay of a historical computation, a new release, or a change to the BSC core paper.

It allocates only BSC-ECP-01 through BSC-ECP-05 and adds:

  • quantitative local (C^2) Morse transfer with normalization-sign, exterior-gradient, compact-containment, and no-escape boundaries;
  • uniform source exclusion before existential generic finite-Morse completion;
  • four pairwise-unequal positive charges with at least nine critical points;
  • an exact 21-point limit-polynomial roster plus three remote points, yielding at least 24 for sufficiently small epsilon;
  • the derivative-controlled conditional pair-insertion lower bound of (3+2m) sources and at least (4+20m) points.

Publisher VOR bytes remain NOT_OBTAINED; historical scripts, notebooks, and receipts remain NOT_SUPPLIED and NOT_REPLAYED. The source theorem is source_asserted; this repository work is an independent_reconstruction, not mechanical replay or kernel verification.

Validation executed locally

  • python -m unittest tests.test_electrostatic_critical_point_transfer -v: 9 passed
  • python tools/verify_manifest.py: PASS, 103 files
  • python tools/verify_inventory_contexts.py: PASS, identical normal-checkout, linked-worktree, and Git-archive inventories at 9f1ca03d34bf53730870084b5aabafb66bf6b499
  • python tools/check_markdown_math.py: PASS
  • F08, F10, F11, and F12 fixture checkers: PASS
  • python -m unittest discover -s tests -q: 214 passed, 1 Windows symlink-privilege skip
  • git diff --check origin/main..HEAD: PASS
  • exact eight-path allowlist and final clean-worktree checks: PASS

PDF compilation was not executed locally because Make and all available TeX/Tectonic engines were absent; CI remains responsible for the applicable build job.

Explicit boundaries

This PR makes no claim of:

  • an exact global critical-point count;
  • an explicit generic perturbation, probability, or robustness radius;
  • a root certificate at epsilon (=1/6);
  • stable electrostatic traps;
  • automatic transfer to finite-size charge distributions;
  • a four-charge maximum, novelty, or priority;
  • historical replay, kernel verification, or an F12/electromagnetic-holonomy connection.

No F13 is allocated. ROADMAP.md, F12, release metadata, workflows, fixtures, papers, PDFs, tags, releases, DOI state, Zenodo, rulesets, and repository settings are unchanged.

This pull request is intentionally draft and must not be merged or marked ready within this milestone.
