Acceptance criteria

• Complete a dedicated V2 design before selecting authority, processing, storage, or advanced rendering approaches.
• Define the Module boundary across capability Neurons, concrete Behaviors, standard Surfaces, and an optional graph renderer.
• Require a portable fallback when the optional graph renderer is unavailable.

Non-goals

• Choosing fact or graph authority, extraction, consolidation, storage, or advanced UI before a dedicated V2 design.
