fix: bump pyjwt and virtualenv for pip-audit advisories - #60

pip-audit on main flagged pyjwt 2.14.0 (CVE-2026-101918, fixed 2.15.0) and virtualenv 21.3.2 (PYSEC-2026-4011 to 4014, fixed 21.7.13, transitive via pre-commit). Locked to the newest release clearing each advisory: pyjwt 2.15.1 and virtualenv 21.14.1. Both releases are inside the project's 7-day cooldown (uploaded 2026-09-28 and 2026-09-29), so a temporary exclude-newer-package entry bypasses it for these two packages only, per the cooldown comment's own documented escape hatch. The pyjwt floor in override-dependencies moves to >=2.15.0 to match the advisory's fix version; floors only go up.

pip-audit on main flags two advisories:
Locked to the newest release that clears each advisory: pyjwt 2.15.1

hyperi-ci check --quickis green(ruff/vulture warnings only, pre-existing and non-blocking). Full test run:

test_generated_python_dockerfile_buildshitting a buildx oauth denial onthis host).
