fix(ci): install the real-binary test tools in hyperi-ci's own Test job - #504

Eight unit tests that run the real vulture, osv-scanner, lychee, alint or an installed hyperi-ci skipped on every run because the Test job never installed them, and tests/conftest.py annotated each skip. The Test job now installs vulture (the versions.yaml pin, mirrored into ci.yml) and hyperi-ci as uv tools on both OSes. On ubuntu it also installs osv-scanner through the existing composite, and lychee and alint through scripts/install-test-tools.py, which calls the quality stage's own pinned installers. On ubuntu only the Linux-only bootstrap guard test still skips. On macOS the Linux-only tools keep skipping, because their pinned assets are Linux builds.
