workscope-tags: add queries and guarded timestamp fallbacks

• Add Workscope tag query endpoints and capability tests.
• Align with the merged unit/real HTTP test foundation and isolate funding fixture identities.
• Guard text timestamp fallbacks and verify middle-position unknown-offset ordering and pagination.

Validation

• Local unit: 104 passed, including all 9 original Lua cases; check (including 13 docs tests) and build passed.
• Independent review completed with no confirmed outstanding issue.
• Current local HTTP was unavailable: Docker Desktop exact-image preflight returned No such image before any cases. This draft PR enables CI validation; HTTP is not claimed passed locally.
