"SUPPORT" footer link broken

The "SUPPORT" link on the website footer is currently broken. e.g. just on https://tasks.hotosm.org/ homepage, at the bottom on the right.

It links to this URL: https://hotosm.atlassian.net/servicedesk/customer/portal/4/group/5/create/51 and I'm seeing an error message "(null)" "Encountered a "null - null" error while loading this page." Likewise for any URL under https://hotosm.atlassian.net/servicedesk/

@ramyaragupathy @prabinoid I looked into this, the fix is in the deployment config, not the code.

The SUPPORT link isn't hardcoded anywhere in the repo. The frontend reads it from the TM_SERVICE_DESK env var (REACT_APP_SERVICE_DESK via frontend/.env.expand), and the header/footer only render the item when that var is set. So the broken Jira URL is coming from the production environment.

To fix on tasks.hotosm.org: whoever has deploy access needs to set TM_SERVICE_DESK=https://roadmap.hotosm.org/#tech-request and redeploy the frontend. Same for staging if it's set there.

In the repo, the only place the old Jira link appears is docs/developers/contributing.md. I'll open a small PR to point that at the roadmap link and add the new URL as a commented example under TM_SERVICE_DESK in example.env.
