[BUG] Dutch translation for iD editor is not loading

Describe the bug
Dutch translation for iD editor is not loading properly. Instead it says "Missing en translation:" and searchString.

To Reproduce
Steps to reproduce the behavior:

1. Switch language of your HOT TM into Dutch in user settings
2. Lock a task in iD editor
3. See the missing translation

Expected behavior
Dutch translation and if missing show english version instead of missing strings.

Additional context
It's possible there is issue for other languages as well, haven't checked others. Czech loads fine.
