Add ws-dev status command - #39

Conversation
Add a `status` subcommand that reports whether a ws-dev server is running (pid, liveness via signal 0) and for which worktree, based on the state files under <git-common-dir>/ws-dev/. It needs no config entry, so it works in unregistered repos, and answers "is it up?" after `ws-dev server -b`. The pid-file read + liveness check is extracted from stopPrior into readServerPid so both paths share one implementation. Closes #30 Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
