Summary

Add the missing Minecraft Forge 26.3 scroll by following the existing Forge 26.2 layout.
Add Forge 26.3 to the Forge build variable matrix with Java 25.
Point the installer artifact at forge-26.3.jar.

Verification

Confirmed Forge 26.3 is published in the live Forge Maven metadata (26.3-66.0.8 latest observed).
Confirmed Vanilla, PaperMC, and Spigot 26.3 scrolls already exist in the repository.
scroll.yaml and vars.json parsed successfully.
Full repository validation was attempted but could not run because Go is not installed in the execution environment.
