为 ChatGPT Work 未提交代码和任意开发工具推送的 PR 提供独立 Sprite + Neon 验收环境。GitHub 手动运行 Create public preview，输入 PR 编号后自动打包固定提交、创建数据库、迁移并返回公网链接；应用保留账号登录。Sprite 使用分支名加短随机后缀，完整 taskId 用于资源隔离及重试。
共享配置由私有 template Sprite 通过认证 API 分发，任务实例不持有管理 Token。PR 合并关闭入口并删除 Neon 测试分支，Sprite 文件保留七天后回收。支持未提交工作区的新增、修改和删除同步，依赖安装、显式迁移、配置更新及数据库重建。包含预览域名、Cookie 前缀和 R2 对象前缀支持。
验证：两套实际环境完成登录、公网访问、独立数据库检查，其中一套完成模型回复及刷新持久化，另一套完成归档后重建。同步、生命周期及 Actions 协议测试、类型检查、ESLint 和 OpenSpec 校验通过。按照用户要求，验收用 Sprite 和对应测试分支现已清理，template 与数据库基线保留。
尚待验证：工作流进入 main 后的真实手动创建及合并回收触发，真正 ChatGPT 网页 Work 上传链路，以及七天到期调度。未修改 drizzle migration。
本 PR 从最新 main 新建分支，承接 #180 的实现。
