docs(openspec): 文档草稿与正式提交隔离方案（#160）

纯文档提案：将本会话已生成的 7 份 OpenSpec Markdown 原文保存到 openspec/changes/isolate-document-edit-drafts/，不实现业务代码，不修改 schema 或数据库迁移。

方案 C 将本轮持久化草稿、检查点与正式提交分离：同轮同文档允许多次编辑，最多生成一个正式版本；无变化不新增版本；停止或失败不自动发布。

内容与范围

7 份正文按项目文档 V1 原文提交，保留技术决定和未勾选任务。未包含上次失败任务的执行回报。文档中的“未写入仓库”等措辞是生成时的原始状态记录；本 PR 完成文档入库，不代表代码实施或校验完成。

文档设计依据为历史提交 a66113f7a0b0f938d02b9b0c785c3045bc9c3fb5，不声称它是本 PR 的 main 起点。三个 MODIFIED 能力相对于依赖 Change add-shared-project-documents；同步/归档前仍需核对依赖的最新状态和顺序。

验证状态

• 本次通过直接文件提交创建 PR，不使用沙箱。
• 未运行 OpenSpec CLI、类型检查、测试或构建；不声称校验通过。
• 未生成 .openspec.yaml，后续需按仓库安装版 CLI 完成初始化/状态核对及严格校验。
• 未实施任何功能，未生成 migration，未自动关闭 Issue 文档编辑：隔离本轮草稿与检查点，避免失败试错产生多个正式版本 #160。
