RW1 live-data spine: solver initial_state (FR-105) + Backend B weather COP (FR-106). Enables the ha-hemm coordinator to feed live price/PV/SoC.

Version bump + CHANGELOG for 2026.7.2. Ships the core half of 003:RW1 (already merged via #24): per-device
initial_state(FR-105) and Backend B weather-driven COP (FR-106), both additive/default-preserving (golden parity 7/7).After merge, tag
v2026.7.2(user creds) to triggerrelease.yml→ PyPI + GitHub release. Then ha-hemm bumps itshemmpin to 2026.7.2 and its RW1 PR can land.
