Added new project 'jev-compaction' with details.

Where Jev fits: In context management, Jev returns one Score per segment of tool output, fanned over a single shared state, segments that scores higher is stored into the context, while others are compacted. But nothing is deleted, the agent gets an expand tool and expand() returns the original byte for byte.
