Make the roadmap and API inventory English at their existing paths. Preserve the original Chinese documents in ROADMAP-cn.md and docs/milvus-2.6-api-inventory-cn.md, with language links and matching-language cross-references. Add the Chinese roadmap link to the English README.
Validation: original Chinese prose preserved apart from navigation; roadmap checklist counts and all 117 RPC groupings match the English versions; local links and whitespace checks pass. This changes documentation only.
