ProtoInfo and java_library are used without loading corresponding dependencies

What version of gRPC-Java are you using?

1.71.0 but all versions are affected.

What is your environment?

GLinux but all OSes are affected.

What did you expect to see?

No errors.

What did you see instead?

Errors.

ERROR: .../grpc-java/xds/BUILD.bazel:186:1: name 'java_proto_library' is not defined (did you mean 'java_grpc_library'?)
ERROR: .../grpc-java/testing-proto/BUILD.bazel:3:1: name 'proto_library' is not defined
ERROR: .../grpc-java/testing-proto/BUILD.bazel:9:1: name 'java_proto_library' is not defined (did you mean 'java_grpc_library'?)

...

IMPORTANT: Now you still see errors after #12312, but it's better because the errors come from @protobuf, not @grpc-java.
