Allow definition of shipping to happen manually by the seller

Sometimes the seller may want to manually define the shipping costs, they don't want to rely on the shipping providers.
The definition can be per store (every shipping in the store is manually calculated) or per product.
If one product in a order has manual shipping calculation then the whole order has to be manually calculated.
