test(e2e): Add node-openai-decisions-send-to-sentry test app

What

Adds the node-openai-decisions-send-to-sentry e2e app. It calls the real OpenAI Decisions API and checks the gen_ai.decide spans that Sentry stores, for a text and an image decision. Only this app gets the new E2E_OPENAI_DECISIONS_API_KEY secret.

Why

OpenRouter has no Decisions route, so this app must call OpenAI directly.
