Migrate the Fastlane plugin to the new Sentry CLI #536

Replace the bundled legacy CLI and adapt the plugin’s existing actions to the new CLI.

• Binary distribution: Investigate packaging, executable selection, supported hosts, and package size. Standalone Node-based binaries already have a build path; validate their use without a separate Node.js installation.
• Backwards compatibility: Review existing actions, options, configuration, and custom CLI paths. Preserve behavior where possible and explicitly document unsupported functionality. Decide whether the new plugin must also support legacy CLI executables.
• Release: Ship as a new major plugin version with migration guidance.
• Additionally, we need to update the LICENSE file similar to license: Add cli FSL notice sentry-javascript#24956
