Add shared NXP i.MX9 Whinlatter platform with i.MX93 and i.MX95 support

Summary

Adds a shared NXP i.MX9 Yocto platform based on NXP 6.18.2 / Whinlatter, with support for both FRDM-i.MX93 and FRDM-i.MX95.

This is intended to replace duplicate board-specific structure with shared build, release, image, and documentation support while keeping machine-specific configuration where needed, and covers both i.MX93 and i.MX95 boards.

Included

• NXP 6.18.2 / Whinlatter release configuration
• shared i.MX9 Yocto build and release tooling
• FRDM-i.MX93 support with Ethos-U / TensorFlow Lite enablers and permissions
• FRDM-i.MX95 support with Neutron enablers and permissions
• GEISA development and application-base images
• shared application container base and platform filesystem layout
• GEISA system-state helper
• Ethos-U and Neutron smoke tests
• LXC and cgroup v2 with support for GEISA application isolation
• libasyncns, protobuf, nanopb, and development tooling required by the GEISA environment

Validation

Both target images were built successfully from the final staged source.

FRDM-i.MX93:

• NXP 6.18.2 / Whinlatter
• full image build completed successfully
• final incremental validation completed with all 13,451 tasks satisfied successfully
• root and /platform filesystems verified
• no failed systemd units
• Ethos-U TensorFlow Lite profile updated for the target Python 3.13 ABI

FRDM-i.MX95:

• NXP 6.18.2 / Whinlatter
• full image and final incremental build completed successfully
• final incremental validation completed with all 13,797 tasks satisfied successfully
• image written to FRDM-i.MX95 eMMC and booted successfully
• root and /platform filesystems verified
• no failed systemd units
• Neutron smoke test verified delegated NPU execution
