Bump gas, gas-config, and transitive deps; bump golangci-lint to v2.11.0; drop the now-unneeded private-module checkout step from CI now that the modules are public, and bump actions/checkout and softprops/action-gh-release. Signed-off-by: Ahmed Kamal <ahmed@ahmedkamal.io>
