Unity no longer supports manual activation of Personal licenses

Page https://license.unity3d.com/manual says: "Unity no longer supports manual activation of Personal licenses".

So, if you try to upload license request file, it will ask you serial number of Unity Plus/Pro, which is not available for Personal license.
