Summary

Cuts 4.0.3. MARKETING_VERSION goes to 4.0.3 via fastlane set_version version:4.0.3, and the changelog's Unreleased section becomes ## [4.0.3] - 2026-08-22 with its compare link.

Everything in this release is packaging and maintainer tooling — nothing under Sources/ changed, so it is a patch:

• The Swift Package Index author line reads as a sentence. SPI renders metadata.authors verbatim, so the value carries the Written by prefix and the full stop itself.
• The hardcoded "Language: Swift 5.9" README badge is gone, superseded by the SPI Swift version badge that reports what the package actually builds against.
• CLAUDE.md records how the two simulator CI flakes present and how to tell them apart, and why .spi.yml changes take up to a day to reach the package page.
• lint_code has the timeout-minutes every other job already set.

Confirmed since 4.0.2

The Swift Package Index page now reads "Written by Kojiro Futamura and contributors." and lists 4.0.2 as the latest release, so the .spi.yml work from the last release is verified end to end. It took about 35 hours from merge rather than the documented 24, because Analyze.throttle measures the wait from the commit SPI already holds rather than from the new one.

Coordination

PunycodeSwift is cutting its own 4.0.3 in parallel (#95). Package.swift pins Punycode with .upToNextMajor(from: "4.0.0"), so neither release constrains the other.

Verification

• git diff on the pbxproj shows only the four MARKETING_VERSION lines — the lane made no other edits.
• Changelog link section: [Unreleased] now compares from 4.0.3, and [4.0.3] compares 4.0.2...4.0.3.

After merge

Push the bare tag 4.0.3; release.yml verifies it against MARKETING_VERSION and creates the GitHub Release from the changelog section. Not part of this PR.
