Building wheel for llama-cpp-python (pyproject.toml) did not run successfully

I had the same issue. Using this as a hint (https://www.phillipsj.net/posts/you-told-me-to-use-make-but-im-on-windows/), I installed the C++ development package when asked during the installation of the build tools. Then, in the console, I could do the below and then install:

$env:Path += ";C:\Program Files (x86)\Microsoft Visual Studio\2022\BuildTools\VC\Tools\MSVC\14.43.34808\bin\Hostx64\x64"
