Add root dual-license notice and MIT license text.
Change workspace/package license metadata to MIT OR Apache-2.0.
Update first-party SPDX headers and public license text.

Validation:

git diff --check
cargo metadata --no-deps --format-version 1
cargo test -p xtask --test repo_lint
