When a DBnomics series has no valid observation within the last 10 days, replace resolution values after its last valid observation with "N/A". This prevents previously issued forecasts from resolving against indefinitely forward-filled values. Existing exclusion from new question sets remains unchanged. Historical observations are preserved. If reporting resumes, normal updating and forward-filling resume.
