Add Windows compatibility implementations for POSIX/BSD functionality
required by opustags.
This provides Windows implementations of getdelim() and mkstemps() when
they are not available, with CMake checks to avoid defining them when the
target runtime already provides them.
Also add Windows-specific handling for:
POSIX behavior is unchanged.
