"Application settings" menu item is visible for bpm-admin role but access is denied

### Environment

Version: 2.0.999-SNAPSHOT

### Steps To Reproduce

1. Log in as a user whose only role is **bpm-admin**.
2. In the side menu, locate and click **Application settings**.

### Current Behavior
Navigation fails with an error:
