[addon-operator] Bump nelm to v1.31.0 - #839

nelm v1.31.0 reworks the progress report: it exposes the operation graph, adds the Canceled status and reports meta and release operations. ReleaseInstall now also returns the install result. The wrapper drops it, so the NelmActions interface and addon-operator behavior stay the same. Signed-off-by: Roman Berezkin <roman.berezkin@flant.com>
NelmActions mirrors nelm actions one to one, so ReleaseInstall now returns the nelm result like ReleaseGet, ReleaseList and ChartRender do. UpgradeRelease adds the release revision and status to the success log. HelmClient still returns only an error. Signed-off-by: Roman Berezkin <roman.berezkin@flant.com>

nelm v1.31.0 reworks the progress report that deckhouse-controller reads during a release:

addon-operator does not use the progress report. But deckhouse builds addon-operator and nelm in one module. The current addon-operator does not compile with nelm v1.31.0, so deckhouse cannot bump nelm until this lands. After the release the new versions get pinned in deckhouse
