Description
The Tag release workflow failed to dispatch any publish runs for the last two releases (#4077 and #4010) because melos aborts on the dependency cycle between `flame` and `flame_test` (`flame_test` is a dev dependency of `flame`) when `--order-dependents` is used:
```
🚨 1 cycles in dependencies found:
[ flame -> flame_test ]
Failed to update packages.
```
The ordering also gave no real guarantee, since `gh workflow run` returns immediately and the dispatched publish runs execute in parallel regardless of dispatch order. This removes the flag so the dispatch step works again.
