Closes #3532.
Brings back the 2026-03 draft in the CLI bundle and on calm.finos.org until early adopters finish their migration. #3533 tracks its removal.
Decisions and gotchas:
calm/draft/2026-03/is back as it was before feat: remove the 2026-03 draft #3496. Its files are the same, byte for byte, as the files that ci: delete the 2026-03 draft from calm.finos.org #3511 deleted from calm.finos.org.calm/draft/**/meta/*intodist/calmagain. CLI 1.66.0 is the last release that has the draft, andfix(cli)releases a CLI that has it again. The new e2e test blocks calm.finos.org, so it fails if the bundle loses the draft.s3-draft-sync.ymlpublishescalm/draft/to calm.finos.org when this PR merges. It has no--delete, becausedraft/2025-03/is on calm.finos.org but not incalm/draft/(Remove draft/2025-03 from calm.finos.org after OpenRewrite declares a CALM release #3507).s3-docs-sync.ymlexcludesdraft/*again.Type of Change

fix(cli)releases the CLI. The twoci:commits do not release anything.Testing
The new e2e test fails when
dist/calm/draft/is removed, and passes with it.npm test --workspace cli(1040 tests), lint andactionlintpass. After the merge I will check that the 21draft/2026-03/URLs give 200 with the same SHA-256 as before #3511, and thatdraft/2025-03/does not change.Checklist
