Add plugin hook filters.

I've seen that the transform hook has no hook filter yet, which would improve performance with rolldown-vite (and the next Vite major version) in prod.

Implementation should be straightforward, support exists in older Vite versions too (but you can leave the check in, in case you want full backwards compat)
