Improves the reliability of the OpenCode Daily Triage workflow.

Adds a 15-minute timeout to prevent excessively long runs.
Authenticates GitHub API requests to fetch release versions, reducing the likelihood of rate limit errors.
Limits the number of issues processed per run to 5, managing API usage and avoiding rate limits.
Updates triage agent instructions to skip in-progress issues and clarify the 5-issue processing limit.
