Build Windows shim as part of a GitHub release?

Now that #46 is in, can the shim be part of the GitHub release so it can be found on e.g.

And then update the docs to link to it?

We are also very interested in this.

Yeah seems fine to me, you can just download it from the repo directly? But yeah open to a PR to do this
