fix: a marketplace name that is not already taken, and a release per tag

The Marketplace rejects name: evlog: it must not match an existing action, user or organization. It is now evlog map, what the action runs and what the docs call it. release.yml also creates the GitHub Release for each tag, since the Marketplace listing follows releases, not tags.
