chore: pin @evlog/cli 0.8.0 as the default

@evlog/cli@0.8.0 is on npm with --format github. The version input now defaults to the CLI release the action was tested with instead of latest, so @v1 stays deterministic; latest remains available as an override. The test workflow runs against the published release, no more pkg.pr.new pin.
