doesnt work on i7 4800mq

the cpu throttles to 500mhz but the throttled.py --monitor doesnt show any throttling causes.

i have a dell precision m6800mq that throttles the cpu for seemingly no reason. i came across this software and hoped it could help me solve the throttling issue. but it seems it doesnt even detect the issue.

--monitor only reports the architectural throttle bits exposed by the CPU. If all of them remain clear, 500 MHz can also come from the scaling governor, platform firmware, an AC-adapter or EC condition, or a signal not exposed by those bits. Please retest with v0.12.2 and attach full --debug and monitor output, temperatures, cpupower frequency-info, firmware version, AC-adapter details, and relevant kernel messages.
