Bumps all four version carriers together: Directory.Build.props, the SSMS vsixmanifest, the SSMS AssemblyInfo (both attributes), and CITATION.cff (version and date-released). Version bump looks good: 1.28.0 is set consistently in Directory.Build.props, the vsixmanifest, and AssemblyInfo.cs (both attributes, 1.28.0.0), plus CITATION.cff. No code changes, so no findings. |

Summary
This PR sets the version to 1.28.0 in the four files that hold it. After it merges to
dev, adevtomainPR ships the release.The code does not change.

I read each file's version line directly. I did not find the files by searching for "1.27.0". That search misses a file that already had a different version.
A search for "1.27.0" also finds
