Add immutable dataset snapshot exports

Summary

• add GET /datasets/{name}/snapshot as a versioned, SHA-256-pinned offline ingest contract
• include scan licensing, physical-source hierarchy, content hashes, blob availability, and download routes
• keep the manifest hash stable when blob-store availability changes
• document the endpoint for external training consumers such as bulletAnalyzrResearch 0.7.1

Validation

• 39 passed, 20 skipped across catalog API, integrity, and manifest tests
• focused snapshot tests cover static and catalog-discovered datasets, unresolved entries, unavailable blobs, hierarchy, licensing, deterministic hashes, and traversal rejection
• ruff check passes on changed Python and test files
