EMILIA builds open verification infrastructure and a Consequence Firewall for machine actions. The Gate blocks consequential effects until the executor can verify the exact authority and evidence required by policy.

• EMILIA Gate enforces the decision at the executor or system-of-record boundary.
• EMILIA Protocol makes exact-action authorization evidence independently verifiable.
• Action Escrow durably controls money and other irreversible effects, including the hard case where a provider may have acted but its response was lost.
• CAID binds policy, authorization, execution, and reconciliation to the same material action.
• The Assurance Plane packages reproducible conformance, formal-model, and security-case evidence without presenting repository checks as certification.

EMILIA composes with adjacent authorization systems: AgentROA can govern what an agent may call; ORPRG can prove that policy permitted an effect; EMILIA binds the exact human authority and safely controls the consequence.

The project is Apache-2.0. Public standards documents are individual Internet-Drafts, not adopted IETF standards.
