Adding Flow Support to Visual Studio Code

Install the Flow Language Support extension for Visual Studio Code.
Install the Babel JavaScript extension for Visual Studio Code.
Disable JavaScript validation in the project's workspace settings to prevent flow syntax validation errors via "javascript.validate.enable": false.
