• Retires the custom merge action, workflow and maintainer merge commands.
• Adds read-only PR policy checks for DCO, hold labels, Conventional titles and review state.
• Adds bounded application smoke process support with caller-owned assertions.
• Separates Bun install roots from command directories, including workspace support.
• Isolates Biome tooling from application installs and separates bounded CI recovery from merging.

Consumers must follow the migration guide, install source-pinned required CI and PR policy checks, preserve deployment triggers, and retire legacy merger callers. Broad automerge remains disabled until hosted canaries prove native Renovate operation. Existing immutable v2 releases are unchanged.

Validation: 73 Python tests, real Bun lock/workspace and Biome fixtures, Renovate policy/extraction validation, actionlint, and successful merged-revision CI. Remote release references and consumer behavior are verified during rollout; these are not claims of completed fleet adoption.
