Migrate shared CI and Renovate presets to immutable v3.0.1, retire the legacy Actions merger, and add the read-only PR metadata policy gate. Dependency automerge remains explicitly disabled until native Renovate operation is proven behind complete required CI. Existing mandatory jobs remain direct aggregate dependencies.
Preserve the native Linux/macOS build, CLI, race, lint, vulnerability and CodeQL gates and upstream updater ownership. Document the exact Docker, panel, system-user and SFTP prerequisites and acceptance criteria for a real daemon-startup fixture; this migration does not claim daemon/VPN readiness.
Validation: Go 1.27.1 module verification, native macOS race tests, gate regression tests, actual built CLI execution and repository hygiene; Linux baseline lint, both compatibility lanes and CodeQL require hosted CI, actionlint, Renovate configuration validation and final diff review. Full hosted validation remains required before merge.
