v0.1a: first local Hindi Translate/Explain provenance slice

Implements issue #6: the smallest responsible end-to-end local Hindi Translate/Explain slice.

What this proves

• selected PDF source -> SourceAnchor v2
• in-process local Hindi engine
• Translate or Simple Explain output
• generated provenance record with language/level/engine metadata
• durable per-document sidecar persistence
• restore after reopen

Deliberate limitation

The engine is a tiny deterministic regression catalog, not a general translator. Unknown passages are explicitly rejected as unsupported rather than fabricated. This isolates and proves the application/provenance lifecycle before adding a heavyweight model runtime and model-pack distribution.

Provenance additions

Generated records now include target language and explanation level where relevant, along with engine id/version/local flag and existing verification/review flags.

UI

Translate and Explain now have explicit local-run buttons. Generated outputs display LOCAL REFERENCE ENGINE, engine version, and unverified/unreviewed state. Ask remains disabled.

Remaining exit criterion for issue #6

A Windows GUI smoke test must confirm: supported medical source -> local Translate -> local Explain -> close/reopen -> both outputs restore from sidecar. Issue #6 should remain open until that evidence is recorded.
